• W8380459 abstract "Like other financial institutions, the Ford Foundation is attempting to respond to the need for credit to speed economic development of the disadvantaged. It has so far appropriated $21 million of its capital for investments designed to: create and upgrade job opportunities; encourage minority entrepreneurship and participation in the professions and at management levels in major businesses; and increase ownership of a variety of income-producing and other properties. In addition to occasional grants out of capital, the Foundation is of course continuing to make grants out of income. But the new emphasis is on techniques to make grants and investments in such a way that they mutually reinforce each other .fTheir relationship has been likened to that of AID and the World Bank: the former subsidizing non-profitable, long-range strategies lacking immediately quantifiable returns, thereby relieving the Bank of overhead and risks that would impair its credit rating in the capital markets. Analogous leverage can be obtained on a miniature scale by coupling grants with investments, making it possible to induce commercial banks and other sources of private capital to participate. Doing so not only stretches limited funds but also supplies technical supervision of the credit exposures and a hope of influencing institutional practices. Another general objective is to nurture the success of investment/ grant involvements rather than to take a quantified approach to losses. The Foundation does not consider itself a substitute for the Small Business Administration or other sources of credit with vastly greater resources. Instead the Foundation effort is experimental and evaluative: seeking to learn what it takes to solve the problems and obstacles, in hopes of contributing new insights and patterns for involving private and public resources on a large scale. In addition we seek opportunities that reward the new breed of social entrepreneurs or promoters who are devoting some skill and values of their own to finding new ways to extend credit to the disadvantaged. Another inducement would be that the opportunity simultaneously launches a strategy that affects the environment: to make it more hospitable to other kinds of investment. On this score the principal concern is, of course, with helping to cure the problems of the inner-city.
