- W838223206 abstract "From its creation, the modern prison system has always been a challenge for democratic systems and something that has been hard to fully legitimate (if it ever was). Nowadays, the legitimation of prison faces new challenges. Firstly, while the failure of the penitentiary system seems (once again) obvious, the demand for incarceration is stronger than ever. Thus, although the institution of prison remains the center of our repressive system, it is in need of new legitimation. Secondly, our societies are facing a mobility turn that is related to an ideological shift. Mobility has become compulsory, under the reign of what we call mobilitarian ideology. This imposes mobility in every space, including social, ethical, political, familial, professional, normative or physical ones. It does so through four imperatives (activity, activation, participation, adaptation). Yet, imprisonment used to be seen as a confinement, for a stretch of time, with nothing to do or to hope for. Through a painful immobilization, prison was thought to punish, reform, deter, discipline, cause to meditate on one’s faults, etc. Immobility nowadays, however, shows a very low legitimizing potential and imprisonment is seen as a source of deprivation of autonomy, initiative, ability and human dignity. Based on my work on mobilitarian ideology, I shall analyze parliamentary documents relating to the recent Belgian Prison Act (2005) and show how they use the reconstruction of prison space-time as something that is open and continuous as grounds to invoke mobility as a functional principle. I shall propose that, in this context, today’s legitimate representation of imprisonment has shifted from painful immobilization to a mobility challenge: mobility has become a source of legitimation for imprisonment." @default.
