- W84192016 abstract "Shortly after a former defense contractor and intelligence analyst Edward Snowden revealed to the world that the U.S. National Security Agency was collecting data about hundreds of millions of phone calls daily, telecommunications giant AT&T announced it was considering marketing data about its users. 2 If the data was so useful, why not fi nd new markets for it, especially considering the fact that other telecommunication companies like Verizon (which was at the center of the NSA revelations) had already been selling user data for some time? 3 In both instances, what was at issue wasso-called metadata-not the actual content of conversations but the detailed contextual information generated by mobile and smartphones, including details of time and location-especially location-and what this might reveal about users. In the wake of such revelations, the implied assumption that contextual information was not as invasive or intrusive as monitoring contentstarted to unravel. Former Sun Microsystems engineer Susan Landau, for example, confi ded to The New Yorker magazine that the public doesnt understand that metadata is much more intrusive than content. 4 Examples multiplied across the journalistic landscape of the innovative and revelatory uses to which contextual information might be put: A person who knows all of anothers travels can deduce whether he is a weekly churchgoer, a heavy drinker, a regular atthe gym, an unfaithful husband, an outpatient receiving medical treatment, an associate of particular individuals or political groups … and not just one such fact about a person, but all such facts. 5 Landaus examples were cited in several media outlets, including the observation that very specifi c conclusions about protected categories of personal information could be gleaned from metadata. 6 The revelatory role of location played a central and crucial role in such accounts-not just directly, interms of the ability to capture data about the time-space paths of users, but also indirectly, insofar as the comprehensiveness of data capture is related to the mobility and the addressability of portable interactive devices. The goal of this chapter, then, is to provide a model for thinking about the combination of these various aspects of mediated locational tracking: The combination of dispersed, portable devices and centralized forms of mobile data capture, with new forms of location-based targeting and decision making." @default.
