- W8459152 abstract "Following the empirical estimates of Stokey & Rebelo (1995), it appears that tax reform have little or no impact on the U.S. growth rate. Since long-run growth movements generally have a great impact on welfare, this estimation opens once again the debate on the importance of stabilization policies. Are stabilization policies still non signiÞcant when policies can have only very small consequences on growth ? We use a very simple stochastic endogenous growth model inspired by Lucas (1990). We consider two sources of suctuations: standard shocks on productivity and shocks in the education sector, both with and without persistency. We Þnd that optimal taxes do not necessarily serve as beneÞcial automatic stabilizers. Optimal taxes dampen macroeconomic suctuations only with the Þrst kind of shocks. When comparing welfare gains from stabilization and from optimal taxation, it appears that the former are small (less than 3%) compared to the latter with the Þrst kind of shocks and large with the second kind of shocks (more than 30%)." @default.
