- W851956046 abstract "Auckland's integrated motorway system, scoped out 35 years ago, has been completed to only 63% of its design efficiency. Southbound traffic from six/seven lanes has to merge into three lanes at the Newmarket viaduct, leading to congestion in the rush hour. Linking state highway 20 out west directly to the south would reduce the traffic at the bottleneck to 60-70% of the current load. Other interchanges and extensions would also increase the benefit from the motorway system. While Auckland Council was concentrating on public transport planning, a consortium of pressure groups for road transport improvements emerged. This affected the outcome of local government elections, placing road building back on the agenda. More motorways are considered necessary if bus services are to be improved. While Auckland's citizens provide about one third of New Zealand's road budget by taxation, only half of this is spent in their area. Twelve key project priorities for Auckland area are identified and work has begun on three of them. The connection of the North Western motorway directly through Avondale and Mt Roskill to Manukau City is the project that is considered would make the most difference to congestion. A public private partnership toll road is suggested for the Eastern corridor. Other sections may require tolls to recoup the extra costs of environmentally sensitive building where required. An Auckland fuel tax has been introduced to meet some construction costs. Even if the planning process goes smoothly, only partial completion of the projects is considered likely." @default.
