Since scientific methods simply exhibit intelligence operating in best manner available at a given cultural waste, confusion and distortion that results from failure to use these methods, in all fields in connection with all problems, is incalculable. These considerations reinforce claim of logical theory, as theory of inquiry, to assume and to hold a position of primary human importance.1 This is claim to which we refer in our title, claim that, in spirit of Dewey, we take to be a hypothesis. Briefly reformulated, we claim that a) Dewey's philosophy of science enables him to give a more adequate account of what used to be called the moral sciences than do rival theories, b) he is able to show that policy decisions can be evaluated with respect to rationality of their goals, and not only with respect to efficiency of means, and c) if one accepts relevance to social practice of free intelligence operating in best manner available at a given time, one can offer an empirical argument in favor of sort of social democracy that Dewey favored. Our strategy will be as follows. First, we shall provide a quick sketch of Dewey's theory of inquiry, both as a reminder and in order to emphasize points that are most relevant to claim under consideration. Second, we shall examine implications of that theory for dispute about whether there can be rational choice of ends.
