- W86399891 abstract "Statutory authority for the federal enforcement measures against water pollution is found in Section 10 of the Federal Water Pollution Control Act.1 The first and still a major part of the federal program was added by the 1956 amendments to the Act which provided a three-step enforcement procedure contained in subsections, (d), (e), (f), (g) and (h) of Section 10.2 Enforcement Conference The first step is the so-called Federal Enforcement Conference. Section 10(d) provides that the Secretary of the Interior shall call a conference if the Governor of a state requests it be done in connection with pollution of interstate waters which is thought to be endangering the health or welfare of persons in a state other than that in which the discharge originates. The Secretary must also call a conference whenever, on the basis of reports, surveys, or studies, he has reason to believe that pollution of interstate or navigable waters is endangering the health or welfare of persons in a state other than that in which the discharge originates. The law itself provides a minimum of guidance concerning the conference procedures or participants, except that notice is required to be given to the water pollution control agencies of the states concerned. As they have evolved over the past ten years, the Chairman of each conference is the chief enforcement officer of the Department of the Interior's Water Pollution Control Administration.
