- W866497028 abstract "The regulatory assessment clarifies how the proposed Climate Act would change the preparation and implementation of climate policy. The conclusions have been reached by analyzing expert interviews and findings in national and international studies. The assessment also considers the possibilities to reach the goals of the Climate Act without enacting new legislation. The main assessment work was carried out during the preparation of the Bill before the proposal was sent out for consultation, but in the final analysis the changes that were made after the consultation have been taken into account. A large part of the proposed Climate Act would make current planning practices statutory. The main changes relative to current practices is that a long term emission goal would become statutory and that planning and reporting processes would be regulated with respect to contents and timing. The act lacks substantive regulation beyond the long term emission goal. In the proposed act the Ministry of the Environment is given some of the coordination tasks that so far have been exclusively handled by the Ministry of Employment and the Economy. In the proposal two ministries will coordinate issues that are related to both energy and climate policies. It is therefore essential that the coordination is organized in a way that does not cause administrative confusion. The national goal for the reduction of greenhouse gas emissions is primarily symbolic. The goal provides a clear signal for national actors and international partners that Finland is committed to an active climate policy. The proposed Climate Act can reduce the variation that has occurred with respect to participation and openness in different planning processes. Compared with the current situation the act would improve conditions for broad participation. The statutory reporting to the Parliament would also give the Parliament possibilities to monitor and influence the climate policy. The proposed act can help in strengthening the fact base of the climate policy. The sections on the climate panel give it continuity and strengthen its position. The authority and influence of the panel, is however, greatly dependent on the practical implementation: the choice of members, the dissemination of information and the resources provided to the panel. The proposed act would not significantly increase the current burden in reporting, provided that the reporting is smoothly coordinated with EU and international demands on reporting. The act would create incentives to develop climate reporting in an integrated way. The general conclusion of the assessment is that the Climate Act can help Finland to reach current and future climate objectives, provided that the coordination and practical implementation of different planning practices is successful. It would be possible to make progress towards the stated goals without a Climate Act, but to achieve the same results, greater and more sustained individual efforts would have to be undertaken, demanding more resources than required by the enacting and implementation of the proposed legislation." @default.
