Neither the Michigan Consolidated Gas Co. (Michcon) nor the Consumers Power Co. (Consumers) has ever made emergency purchases or had a surplus as the result of a planning program that includes exploring new areas, storing 60 percent of its annual needs by Nov. 1, preparing for the coldest recorded weather, limiting new customers to those whose needs can be guaranteed, and storing some gas rather than selling it as boiler fuel. The Ohio system, by contrast, is criticized for failing to make up interstate curtailment, not pursuing secure supplies vigorously enough, planning for only average weather conditions, having only 50 percent of the annual demand in storage by Nov. 1, depriving Columbia Gas of a storage or production capability, and accepting more new customers than can be served.
