The saying Garbage in, garbage out, often used in computer cir cles, applies equally to a question referred to a reference network. Computerized ser vices, however, have quality control fea tures which manual systems do not always have. If you submit a question that is much too general, the number of hits will be so high that it will be impossible to print them all. If the local librarian has been careless in the use of terminology and used words that mean more than one thing, the search results will clearly illus trate this. Users of computer services seem to learn rather quickly, especially if they are paying the bill, how to formulate their questions most effectively. There is a certain magic about computers that might be used effectively even for traditional reference service networks. Perhaps the methods of computer searching should be taught to users of manual systems. What else does the future hold? The work of the National Commission on Li braries and Information Science has gen erated a lot of talk about a national net work. It is not completely clear what form this network will take, if it materializes. It does appear that there may be several bib liographic centers to supplement already existing state and regional networks. As planning for these goes on, we must re member that unless some provision is made for reference service, perhaps simi lar to the backup reference service of the Library of Congress, which was eliminated for lack of funding, it is very likely that the habits from the past will persist and interlibrary loan will continue to be mis used as a substitute for reference services. Whatever form a national network takes, it is fairly certain that it will be based upon current local, state, and re gional networks. It is doubly important, therefore, that we all work hard to make existing cooperative reference networks more efficient and effective, always re membering that the goal, as with the game of Gossip, is to have a question go into the network and emerge in the same form, answered to the satisfaction of the patron, at the least possible cost to the network.
