The dis- cussion that follows mirrors the Continuum of Services framework (Figure 1 on page 15), be- ginning with community resource services that benefit older adults with low levels of dependency, followed by support services, and concluding with a discussion of long-term-care services.Community ResourcesCommunity resources are services that benefit older adults with low levels of dependency. These services offer older participants opportunities to enhance their personal and social well-being.Information, Referral and AssistanceThe goal of Information, Referral and Assistance (IRA volunteers receive a minimal hourly wage to provide emo- tional support and assistance to frail, homebound older adults living alone (Senior Corps, 2008). The Foster Grandparent Program links the skills and interests of older adults who are at least 55 years old, out of the workforce, and low-income with children who have academic and personal problems. Foster grandparents provide individu- alized support, assistance, and mentorship to at-risk children to enable their physical, mental, emotional, and social development.Implemented in 1993, the National Commu- nity Service Trust Act created the AmeriCorps Initiative, which became the new home for these three national service programs.
