- W907557465 abstract "The development of human resources in local authority offices requires not only improvement in professional qualifications but also the creation of an appropriate system of incentives. A highly-motivated workforce, supervised by a competent managerial team, is a prerequisite for the efficient functioning of local authorities, which, in turn, determines to a significant extent how effectively local authorities perform the public tasks assigned to them. As far as incentives are concerned, it is first necessary to determine existing levels of pay and, in particular, to ascertain whether the principles for remunerating staff are transparent and consistent, whether the forms of remuneration correspond to the needs of the organisation and the current state of knowledge, and also whether the system of pay takes into account job responsibilities and staff qualifications and performance. In the field of public administration, the motivation of staff through pay incentives has particular significance. This is because the remuneration of local authority staff is governed by strict legal regulations (legislation, directives, etc.). The author presents a universal catalogue of job positions in local authority offices and also - based on a practical example of a local authority office - the principles for remunerating staff in Polish municipalities, the components of pay, and the procedure for awarding pay rises and bonuses.
