- W93094013 abstract "Over the last two decades, international efforts geared towards prevention and containment of money laundering (ML) and financing of terrorism (FT) linked to organised crime and corruption, have resulted in the emergence of a global set of rules and standards. This paper discusses the gradual emergence of this new international regime enacted by political actors and targeting the political actor itself. At the core of the new regime rests the concept of ‘Politically Exposed Persons’ (PEPs) defined as a high-risk potential client for national and global financial markets. The assumptions underpinning the concept are rooted in empirical facts whereby corrupt politicians use and abuse domestic and international financial systems to launder the proceeds of crime, the entire process being facilitated by the globalisation of financial markets. This paper examines the factors behind the new multilateral regime and asks what role coercive power politics versus soft persuasion played. It also examines the extent of compliance with the new regime by comparing empirical data across 218 jurisdictions and testing the assumption that developed nations are more likely to be front-runners in terms of compliance with the new regime than developing or less developed countries." @default.
