This conference paper, from the 2001 meeting of the Institution of Professional Engineers New Zealand (IPENZ) Transportation Group, considers the importance of an efficient system of freight transport. Increased levels of congestion adversely affect the cost and efficiency of moving goods and can result in conflict between the transportation industry, business, and the local community. The authors review the different ways that freight is moved around Auckland City, including road, rail, sea, and pipeline, then focus on the use of heavy commercial vehicles (HCVs). The authors note that HCVs have a generally negative image within the community, due to their size, the generation of noise and air pollution, and the damage they cause to the road infrastructure. They propose an HCV strategy to provide a framework for effectively incorporating the movement on goods and services in this urban setting. The authors conclude that the parallel projects that were undertaken through the development of this HCV strategy have already shown positive results in the management of freight vehicles and can be used as examples of the benefits of adopting a freight strategy." @default.
