We proceed on the assumption that the size of states in both the population and territorial sense remains constant. While the theory we develop indicates how the forces with which economic theory usually concerns itself might affect the level of order and state activity, our main concern will be to understand the consequences of three exceptionally strong historical trends: increased population, the increase in the density or compactness of populations, and the decline in the metaphysical basis for order. Since the level of order in society is a public good, a comparative statics of public goods must be employed.
