Therefore the CEBS has issued two consultation papers trying to promote greater consistency at the EU level in the area of banking outsourcing. The consultation paper on standard on outsourcing is based on the consultation paper on high level principle on outsourcing and issued on April 2006. The two consultation papers are different in title and contents. The second consultation paper keeps the characteristic of the first paper, and emphasizes on protecting the financial privacy of clients, and revises the power of financial supervisory authorities, and nails down the classification of outsourcing activities, However, the second consultation paper does not consider sufficiently the influence on financial risks from different outsourcing service provider and it is absolute for requiring the SLA in all outsourcing. Learning from the CEBS and considering the outsourcing practices in China, we should enact general financial outsourcing supervisory law and perfect the contents about outsourcing in the measures for the regulation of electronic banking activities." @default.
