Lack ofproper extinction and full standardization in the intermediate infrared is, in fact,so rampant as to merit characterizing the situation as “atrocious.” However,the work begun by the IRWG in 1988 at the Joint Commission meeting ofIAU Commissions 25 and 9 in Baltimore that produced a new passband systemhas borne fruit and spawned at least one offshoot system, as enlightened IRastronomers confront the standardization problem. In this paper, we review thebasic problem and the solution we found, and describe the appropriate stepsto realize the high precision and accuracy that this development can bring toinfrared photometry. 1. Introduction1.1. Purpose and ProcessWe review infrared photometry as it is currently practiced, the basic problemwith it, the solution, what we have been doing since we first suggested thesolution, and the appropriate steps needed to be taken now to realize the highprecision and accuracy that can be obtained from IR photometry. We alsodiscuss why these passbands and not others should be selected for high-precisionphotometric work, describe the field-testing of the near-IR part of the IRWGsystem, the advantages of the IRWG system for IR observations of variablestars, and the implications of the expected superior precision for light curveanalysis.The principal ground-based broad-band IR photometry systems in currentuse derive from those developed by Harold Johnson (1965). The relatively in-sensitive PbS detectors of his day required the maximum flux possible to detectobjects beyond the brightest stars, so the JHKL passbands that Johnson devel-oped were not designed to fit well within the telluric atmospheric windows.
