- W96819854 abstract "Smart governance is an abbreviation for the ensemble of principles, factors and capacities that constitute a form of governance able to cope with the conditions and exigencies of an emerging knowledge society. Smart governance aims at devising adequate forms of governance for highly complex, concatenated social systems, such as megacities, which are characterized by a high degree of disorder, muddling-through and ungovernability. Each historical epoch finds its own adequate form of governance. The present constellation is complicated because two major transformations are converging – the first is globalization which transforms nation states and the second, concomitant one transforms industrial societies into knowledge societies. This text will offer some lines of arguments to describe the challenges for smart governance. It will not even come close to any final touches of designing smart governance. In a first section (1) we will look at some governance issues related to the exceedingly high complexity of a global system composed of multilevel policy arenas. A second section (2) will be concerned with the ›other‹ side of the knowledge society – the need to cope with uncertainty and non-knowledge. Two further sections will then address some of the most pressing tasks of establishing a framework for smart governance of the megacity: the tasks of building competencies (3) and of achieving resilience (4)." @default.
