Woodrow Wilson was a constructive statesman of a high order, but as a politician he was poorly equipped. He found for himself reasons for not taking to Paris, as part of the American delegation, the outstanding Republican figure, Elihu Root, or the head of the Republicans in the Senate, Henry Cabot Lodge, so that only one party was represented there; and he made this error worse by an appeal for the election of Democrats in the election of 1 9 1 8, thus offending numberless thousands of Republicans who were ready to be patriotic and non-partisan. Wilson himself almost immediately recognized the magnitude of this second error, which he called a manifestation of the one-track quality of his mind.
