The need for an identity includes the urge (conscious and unconscious) to use in any communication situation your “own” language naturally learned during the first years of life. The need for mutual understanding consists in the fact that each member of the communication situation wants freely to communicate with their conversation partners, no matter what their first language is. In the majority of countries the government’s conscious language policy as well as the spontaneous policy via “economic turnover” are aimed, first of all, at supporting the need for mutual understanding. The minority language speakers’ need for an identity often suffers and it can lead to conflicts. It is noted that only in Soviet Russia and the USSR of the 1920-1930s there was an attempt – though only partially successful – to take the need for an identity as a basis for the language policy.
