The inelastic scattering cross section for the reorientation effect, taking into account oniy transitions between magnetic substates of an excited state with I = 2 reached in an E2 excitation from a ground state with I = 0, is calculated by semiclassical techniques. The second order correction to the cross section for Ne/sub 20/ inelastic scattering by Cd/sup 114/ is derived. Results indicate that measurement of the reorientation effect should be most favorable when effects higher than second order are small. The static quadrupole moment is directly proportional to the second order reorientation parameter. (auth)" @default.
